Car 3 travels straight on the priority road and therefore proceeds first. Car 1 can complete its left turn once Car 3 has passed. Finally, Car 2 enters the intersection after yielding to both vehicles.
What makes puzzles like this so challenging is that many people focus only on the vehicles themselves and overlook important road signs. In real-life driving situations, missing a yield sign or misunderstanding right-of-way rules can lead to dangerous accidents.
Traffic experts often remind drivers that right-of-way is not simply about who arrives first. A left-turning vehicle frequently has additional responsibilities because it crosses the path of oncoming traffic.

While the specific wording of regulations may differ, the basic concepts remain remarkably consistent. Drivers facing a yield sign must generally give way, and drivers making left turns must usually yield to oncoming traffic traveling straight ahead.
