This is the use of one hand to steer, either the left or right hand. However, for new drivers, this steering operation is not recommended because it comes with many lurking dangers. Returning the steering wheel is the act of steering in the opposite direction. That means you do the opposite of the original direction to bring the wheel straight, and the body of the car stays in the direction you just achieved.
