Typically, dating is more formal than casual hanging out.
Simply put, when you ask someone out on a date, they are very likely to think you are romantically interested in them for a potential relationship, where those who are only interested in you as friends would decline. For example, if you ask someone to hang out, you are asking to have fun with them from a neutral and friendly perspective, without involving deep and personal topics about someone’s life or pursuing an intimate relationship. Of course, with friendships, you will discuss deeper topics when you are really good friends, but understand that they ask those very deep questions to know you better, not to seek a potential partner in a relationship
